Minutes of the Meeting of the Council held on Monday 5thJanuary 2004 at the Villages Hall, Bishampton

Members and Officers present:  Mr E Carter (Chairman), Mr M Argyle (Vice Chairman), Mr E Beever, Mrs A Bufton, Mr E Chadwick, Mrs B Lammas, Mr R Segar, Mr C Tucker, Mrs A Boocock (Clerk).  Mrs E Tucker, County councillor was also present for part of the meeting.

In order to allow Liz Tucker to depart early it was agreed to receive her report immediately following item 04.01.5.

04.01.1   Apologies for absence
Received from Toni Gilligan, who had work commitments in York.

04.01.2   Declarations of interest
There were no declarations of interest.

04.01.3   Minutes of meetings held on Monday 2nd December 2003 and Wednesday 10th December 2003
These were approved and signed as a correct record.

04.01.4   Councillor Responsibility
Mr Ed Beever agreed to become representative for CALC and Parish Transport.  A list of all members of the council would be produced for the parish notice boards, together with a general emailing address.

04.01.5   Throckmorton

04.01.05.1   Throckmorton Parish Room - Report from Charles Tucker
Charles Tucker reported that negotiations were taking place to obtain grants from the DEFRA Enterprise scheme and Severn Waste. Conditions for the transfer from the Scout Association still had to be established but Ed Beever thought it unlikely that this would be permitted as a free charitable transfer. Advice has been sought from NALC and a valuation of the property is to be obtained.
Charles Tucker is to arrange a meeting with English Heritage to discuss any archaeological issues surrounding the planning application for a new building. CT
Permissions need to be sought for car parking and facilities for disabled access parking. CT
Eric Charlwood of Throckmorton has volunteered to project manage the project going forward and the council agreed to this proposal. CT
Beryl Lammas is to review the current Health & Safety issue of the existing building BL
Concern was expressed over the continued use of the hall at night without proper provision of emergency lighting. Charles Tucker to obtain three battery backed fire exit lights at a cost of £42 and arrange for installation.  CT

04.01.11.1   Mrs Tucker's Report

County Council
An additional £4million had been received from the government.  With regard to item 03.11.16.3 (Minute in meeting 02/12/2003) concerning the three tier system, Mrs Tucker said that although the schools all agreed with this, it was nothing to do with the decision.
Landfill site
The four Parishes were to liaise as soon as possible regarding the additional facilities at the tip.  There is a liaison meeting on 15th January.
Travellers at Wyre Piddle Bypass
Mrs Tucker had been approached regarding the four Parishes acting together and required the Parish Councils views.   Jack Hegarty suggested getting a good planning consultant and for there to be a hearing, not a public enquiry.  The council agreed to support Lower Moor in the appeal and will be considered further at the next meeting.
Canadian Airmen's Memorial
This was to be deferred until the next meeting.

Mrs Tucker left the meeting at 8.30pm.

04.01.06   Finance

04.01.06.1   Cash Reconciliation

The Clerk reported a balance of £24, 908.11 in the bank as at 24th December 2003.

04.01.06.2   Approval of Payments

The following payments were approved.          

04.01.07               Funding for Worcestershire
The Parish Council agreed to write to John Prescott supporting the County Council's campaign for a fairer system of funding for schools, roads and social care. A letter is to be drafted under direction of Rupert Segar. RS/AEB

04.01.08      Replacement notice boards - Tilesford and Throckmorton
In view of the high cost of new purchase it was considered more appropriate for repairs to the existing notice boards and Annette was to contact Roger Ockendon for quotations in this respect. AB

04.01.09 Planning

04.01.09.1 - W/03/02256/PN - Wenville, Broad Lane, Bishampton
Proposed dwelling and replacement parking for existing dwelling "Wenville".
There were concerns about the projection forward and the style of the house.  AB

04.01.09.2   Approvals in respect of the following applications were reported:

04.01.09.3  W/03/01988/PN Highfield House, Main Street, Bishampton
This application had been withdrawn.
04.01.09.4  New Application -W/03/02363/PN - Land adjacent, Rose Bungalow, Main Street, Bishampton.
The Parish Council object to this application for the following reasons:
1)  It is outside the building line.
2)  Its overall height in relation to the listed building and Rose Bungalow, positioned on either side of the plot.

04.01.10       To agree to Precept Budget
Following the Budget meeting on 10th December the query regarding the footpath grant had been resolved. 
The precept figure for 2004/2005 would be £14,000. AEB

04.01.11.2    Councillors Reports

Wychavon Local Plan Review  Pre-Inquiry Meeting
Eric Carter had attended the meeting on 16th December regarding the above.  A letter had  giving a copy of the Inspector's Opening Statement and Meeting Notes is on circulation.
04.01.11.3     Parish Plan
Comments in respect of the airfield to be ready for submission by mid-February to support the Wychavon Local Plan. TG                                  
04.01.11.4     Items for future agenda
Consider response regarding the Wyre Piddle gypsy site.

04.01.12        Date of next meeting and Parish meetings
A list of the meetings for the year was drawn up, together with a note of the Parish meetings, and AGM. 
The AGM will be held on 4th May 2004, with Bishampton Parish Meeting to be held at the Villages Hall on Wednesday 21st April. 
The Throckmorton Parish Meeting would be held at the Throckmorton Parish Rooms on Wednesday 28th April. 
All meetings to commence at 7.30pm.

04.01.13        Items of Late Correspondence

04.01.13.1     Letter from CPRE
Reponse required by the Minister for Housing and Planning to support the amendments to the Planning and Compulsory Purchase Bill .  This would give county councils responsibility to review the new Regional Spatial Strategies.  Also to address the need for better enforcement of planning controls.  Letter to be prepared and sent. 04.01.13.2
A quotation of  £280.00 received from Limebridge Rural Services regarding the kissing gates was accepted. 

04.01.17       Clerk's Conditions of Employment
The Clerk's Terms of Employment were discussed and agreed. 
An allowance was to be made of £150.00 per annum, payable quarterly in arrears, in respect of the maintenance and upkeep of the clerks own computer equipment. 
It was also agreed that the clerk could purchase a Microsoft Works package in order to be compatible with the existing correspondence.  The licence would remain the property of the Parish Council.   AEB
