BISHAMPTON AND THROCKMORTON PARISH COUNCIL

Minutes of the Meeting of the Council held on Monday 7th June 2004 at the Villages Hall, Bishampton

Members and Officers present: Mr R Segar (Vice Chairman), Mr M Argyle, Mrs B Lammas, Mr C Tucker, Mrs A Boocock (Clerk).

The meeting was attended by Mrs A Belcher who addressed the Council before the start of the meeting about item 10.1 on the agenda, namely the comments made by the Parish Council in respect of planning application no. WW/04/00869/PP. A note of the discussion is set out separately as an annex to these minutes.

04.05.01 Apologies for absence
Apologies were accepted from Eric Carter who was on holiday, Edward Chadwick, Toni Gilligan and Ed Beever who were at work.

04.05.02 Declarations of interest
Malcolm Argyle expressed an ordinary interest in Item 10.1 – Mr & Mrs Belcher’s application.

04.05.03 Minutes of meeting held on Tuesday 4th May 2004
These were approved and signed as a correct record.

04.05.04 Application for Rural Rate Relief – Mr J Mills
Rupert Segar to speak to Mr Mills to ask him to the next meeting for him to justify his request for relief. Relief for last year (2003/2004) will not be considered by the Parish Council, but for 2004/2005, consideration will be given. RS

04.05.05 Finance

04.05.05.1 Cash Reconciliation
The Clerk reported a balance of £26,057.98. In view of the high figure, it was agreed that a balance of £4,000 should be retained in the current account and the remainder to be transferred into a Business Account where interest could be earned. A transfer of funds between accounts will be required each month.
In view of the resignation of Annette Bufton, a new signatory on the cheques was required. Beryl Lammas proposed and Malcolm Argyle seconded a motion to add Rupert Segar as a further signatory and a new from would be completed. EC/AEB

04.05.05.2 Approval of payments
The following payments were approved:

04.05.06 Wyre Gypsy Site
Hill and Moor Parish Council had forwarded a statement and summary from Julian Dolman, Solicitor, and this was passed around the councillors at the meeting. Mr Argyle confirmed Wyre Piddle and Pinvin were to contribute £1,000 each, and Bishampton were to contribute £800. There was an inquiry to be held over 8th/9th/10th June at Pershore Football Club with a formal hearing in six months’ time. MA

04.05.07 Dog Bins
Following Mrs Hicken’s request, the positioning of the bins was discussed. They must be sighted sensitively – one the memorial (consult with Mr & Mrs Bufton at Holly Cottage and No. 1 Babylon Lane); one at the unofficial bridleway from Stallard’s Wood at Throckmorton; one on Jubilee Walk and a further one – positioning to be deferred.

When they are installed, consider launching a campaign against dog fouling.

04.05.08 Continued Dog Fouling
As Eric Carter was not present at the meeting, any further discussions regarding dog fouling would be deferred to the next meeting.

04.05.09 Mowing Contract
Clerk to find out whether the picking up of the grass was included in the contract. AEB

04.05.10 Planning Applications

04.05.11 Bishampton Post Office and Village Stores
Eric Carter and Beryl Lammas have had an informal meeting with Steve Osborne and as Eric was not at this meeting the item would be deferred until the next meeting.

04.05.12 Councillor Vacancy
Due to the resignation of Annette Bufton it is necessary to advertise for a new parish councillor. Rupert Segar to include in the item for the parish magazine and notice to go up on the parish notice boards. RS/AEB

04.05.14 Throckmorton Parish Room
Charles Tucker advised that there was a meeting with Defra tomorrow and that there was also to be a meeting with the Scouts and the project group regarding purchase. Put on agenda for the next meeting. CT

04.05.15 Village Clean Up – Bursary Scheme
The Clerk had received correspondence from Wychavon District Council advising of the above, whereby the parish council can earn £500 if they can demonstrate that a successful clean-up of the parish has been organised and supervised. Clerk to register for a small kit and item to be put on next agenda. AEB

04.05.16 Councillors’ Reports
Malcolm Argyle advised that he had some photographs of the wind up of the burial site, which would be put up outside the shop in the village. The Clerk would retain the BT maps for future reference. It was also mentioned that Marie Curie were organising a further ladies’ driving session on Throckmorton Airfield in September (issue of noise) and the noise at Marshalls Transport was also raised.

04.05.17 Date of next meeting
The date of the next meeting will be Monday 5th July 2004.

Note of matters raised during the Open Session, Parish Council meeting 7th June 2004

The session was attended by 3 members of the public.

Roads
Mr Smith requested an update on the situation. Rupert Segar advised there had been a meeting with the parish councils and the highways department and two of the issues were Hill Furze Road and the road across Throckmorton airfield. Wychavon have a ‘jet pitcher’ which fills in the holes and it is a possibility this could be used. Maps where being sent out for the local area, but structural repairs were carried out every six years. Wychavon County Council should be contacted and roads should be kept as an item on the agenda.

Dog Bins
Mrs Hicken asked for more dog bins to be provided. The ’buy one get one free’ scheme was discussed and the item came up later in the agenda.

Planning application no. WW/04/00869/PP
The parish council had detailed ‘no objections’ to the application which had been forwarded to the planning department at Wychavon. The letter received from Dr and Mrs ISC Hughes was passed to councillors at the meeting, but it was decided that this should be left for the planning officers to consider, following the parish council’s comments.
