BISHAMPTON AND THROCKMORTON PARISH COUNCIL
PARISH COUNCIL NEWS: MAY 2003
1. THE PARISH COUNCIL
Your Parish Council consists of:
Malcolm Argyle (chairman), Annette Button, Eric Carter, Edward Chadwick, Toni
Gilligan, Rupert Segar and Charles Tucker. We are keen to hear your questions,
complaints and plaudits. Our next meeting is on 2nd June 2003 at 7.30 pm. Our
addresses and contact numbers are on the notice board outside the shop. There
are still two vacancies for councillors. The job is non-political and merely
requires enthusiasm and the willingness to attend 11 meetings a year.
2. THE AIRFIELD
The Government withdrew their plan for an Asylum Centre on the airfield
at the end of 2002. What will now happen on the site? Your Parish Council is
formulating a Parish Plan for the whole parish, including the airfield. The
Council has already notified the Countryside Commission of our intentions and
over the coming months all the people of Bishampton and Throckmorton will be
given the chance to have their say. A questionnaire is being prepared for everyone
in the villages. The neighbouring councils of Hill and Moor, Wyre Piddle and
Pinvin are also preparing their Parish plans, but the plan for the airfield
will be jointly agreed by all four. The process is likely to take at least 18
months and it is hoped that eventually Wychavon District Council will adopt
the Parish Plan as part of their wider development plan for the whole area.
3. THROCKMORTON PARISH
ROOM
The Parish Council is in talks with the Scouts' Association, who own the
room, to try to arrange the transfer of the ownership to the Council. The room
is leased by the council on a 21-year term ending in 2007. We want to take over
ownership so improvements, like installation of toilets, can be facilitated.
The Charity Commission says the Scouts can only return the freehold for a market
price, but the Council is hopeful of a compromise.
4. DOG BIN
A bin for dog refuse was finally
installed at the steps leading up to the Villages Hall. Sadly, the facility
has not been enough to prevent the continued fouling of pavements and verges.
The District Council has said they will provide more bins on a buy-one-get-one-free
principle, but the Council is reluctant to spend more than £200 on a bin
with council money without any sign of dog owners using the one bin we have.
5. RESURFACING
OF LONG LANE, THROCKMORTON
The Council has had many complaints about the state of Long Lane over the airfield
and passed them on to the relevant Highway Authority. It will finally be resurfaced
over three weeks from June 12. The road will be closed during that time.
6. THE NATURE RESERVE
The ditch beside the reserve at Moat Farm Lane has been dug out to alleviate
flooding, but the group of volunteers who manage the site are anxious to attract
further volunteers to help maintain and upgrade the reserve. Anyone who feel
they can help should contact Bob Averis on 464449.
7. FOOTPATHS
Necessary work on bridges and stiles, plus path clearing has been identified
by the footpaths group and the Council hopes to get the work done during the
summer. The County Council has distributed a leaflet to all local landowners
reminding them of their duties and responsibilities to keep all rights of way
open.
8. THROCKMORTON BURIAL
PITS
The findings of the environmental health impact survey on the burial pits have
now been published. All local people will have the chance to discuss the findings
with the report's authors at a public meeting on Thursday, May 22 at Throckmorton
Parish Room at 7.30pm.
