The comments about the airfield were analysed in detail for the submission to the Local plan Inquiry, and were the subject of the two consultation days in January. (A copy of the submission summary can be obtained at the Annual Parish Meeting, can be viewed on the website, or obtained by application to the Parish Clerk)
The graph below summarises the Hot Topics views on the future of the airfield.
The comments on the other hot topics were sorted according to their main themes. In doing this, the 'Village Health' topic was merged the Parish Life comments as they made suggestions to do with village facilities.
Themes Emerging from the Hot Topics Questionnaire
1. Public Transport.
Between 15 & 17 of the 300 comments that could be categorised concerned Public Transport. All of these comments in one way or another bemoaned the low level or lack of public transport services to the parishes.
One group of comments argued the need for improved services, pointing to the difficulties imposed in rural areas by lack of services: isolation for the elderly and young, disadvantage for non car owners/drivers in respect of work etc. A second group of comments made specific suggestions for improvements, such as a bus to Tesco's, a more frequent service to Pershore, or a cycle lane. Other suggestions were for a bus shelter, and an argument for the use of car park charges to subsidise rural public transport.
2. The Landfill Site
Around 7% of the comments concerned the Landfill Site.
You commented about the ongoing management and monitoring of the tip: ensuring contractors clean up; restricting hours of opening; suggesting that reducing fees might lead to less fly-tipping, etc. The second largest group of comments were about the future of the tip. You suggested better screening; maintaining vigilance about expansion; support for landscaping. A number of comments expressed general anxiety about the uncertainty as to the future of the tip, and there were two comments supporting access to the site from the by-pass.
3. Village Life
This was the second largest 'Hot Topic', after the Airfield, with between 45 and 67 comments. The comments covered quite a broad range of issues, which we felt fell into two main themes: Village Life and Village Community; & the Environment within and outside the Villages.
Village Life and Village Community
Your comments about village life and community can be summarised as follows:
You consider waste and re-cycling collections to be very good but the types of material collected for re-cycling needs to be increased to include materials such as glass. Improved amenities are needed to help the elderly and other less mobile members of the village. In particular more help is needed to enable them to get to local amenities like shops and services like hospitals. Community healthcare could be improved if regular medical services like a Doctor's surgery/clinic could be provided at the Villages Hall on a periodic basis. An increase in sports facilities would be welcome. Tennis courts; a sports field; and even a full sports centre have been suggested. To make new villagers more welcome, a welcome pack has been suggested that tells them about the parish, the services and activities that are available together with relevant contact numbers. More education and vocational classes at the Villages Hall have been suggested, particularly for retired members of the parish. Some villagers are anxious about support for local amenities such as the shop, pub and church. Encouragement is needed to ensure these amenities thrive in order to sustain 'Village Life'. The Parish Room at Throckmorton is in a bad state and there is a real need to replace it. Some villagers are concerned about the level of law enforcement in the parish. They would like to see statistics published about the level/nature of crime in the parish together with details of the success of the police in bringing culprits to justice. There is concern about the changing nature of the village. A while ago residents worked in the village or fairly close by. Now the trend is towards "A Dormitory Village" where most residents commute great distances to work. There should be a positive plan to encourage suitable employers to the local area so that more local employment can be provided.Village Environment
You stressed the value to the parishes of retaining our present open landscape, for people and wildlife. You emphasised the need for tight controls to protect the character of the landscape and villages. Several people commented on pollution of various sorts and at different locations in the parishes, from smell, noise, flies, light, litter and sewage. You reminded us of the need for maintenance of public rights of way, hedgerows and open spaces. Several people stressed the value of green spaces and nature reserves to the appearance and environment of our villages. Your positive development proposal included a caravan/camping site, to bring people to the area. You asked for Broadband; mains gas; new footways in Throckmorton and expressed views for and against street lighting.
4. Young People
Some 20 to 23 of the total Hot Topics comments that could be categorised were about the facilities for the young people of the parishes.
You consider that the amenities for children and youth in the villages are insufficient. You would like to see improved children play areas at both Throckmorton & Bishampton. You would like to see sports facilities where young people can play football, cricket and tennis. A few are concerned that the lack of provision for young people may lead to anti-social behaviour and vandalism. You would like to see the skateboard ramp re-erected in a suitable location where it will not cause problems for residents (This was investigated and since no suitable location could be found the skateboard has been sold and the money recovered)
5. Roads
This was the third largest Hot Topic with about 17% of the categorised comments.
You are very dissatisfied with the state of repair of the local roads. Surfaces have deteriorated considerably over the last few years due to lack of effective repair and the situation is exacerbated by HGV movements. You are concerned about speeding traffic in the villages both from private cars and HGV movements. Some have called for traffic calming measures in the villages. You would like to see more effective gritting of the local roads in icy conditions, particularly Long Lane and Hill Furze Road. You would like to see more restrictions on HGV movements on local roads.
6. Parish Council
Four comments were about the functioning of the Parish Council: all indicated you would like more communication from the Parish Council.
7. Housing
Housing was the fourth largest 'Hot Topic' comprising about 12% of the total comments. The housing concerns raised can be sub-divided as follows:-
The largest group of comments, over half, drew attention to the need for low cost housing/starter homes for the first time buyer. No mention was made for the need of housing for rent. Five responses called for the planners to allow for social housing. Five responses draw attention to new development being unbalanced apparently favouring executive style housing. Suggestions include setting 'percentage mix', for allocating price bracket restrictions on all future planning consents, and for the development of the land at Tilesford between the 'married quarters' and the road. One suggestion called for all houses to be known by road number to assist identification.
